Binance officially enters the Philippine market

Binance enters the Philippine market. The Philippine Securities and Exchange Commission (SEC) grants final approval to BlockShoals Technologies Inc. to test financial products and services within the regulator’s regulatory sandbox programme. Binance plays a central role in this as an international partner party.

Regulatory sandbox as a gateway

BlockShoals receives the final approval after the company meets all outstanding requirements from the SEC. The initial admission to the SEC Strategic Sandbox, also called Stratbox, takes place on 12 November 2025. Through a crypto asset intermediary model, Philippine users will soon gain access to selected products and services offered via the global CASP partner.

In the first phase of the testing process, BlockShoals integrates its systems with a local virtual asset service provider over a period of 90 days. After a successful integration, the company activates the approved test plan, onboarding users via Binance as a global CASP partner. All of this is under the supervision of the Philippine regulator.

Binance expands internationally

Yi He, co-CEO of Binance, announces the step succinctly: Binance officially enters the Philippines. It is a new milestone for the company, which is gradually building out its international presence. Earlier, Binance already demonstrated a stronger comeback after a period of intensive regulation.

The collaboration with BlockShoals gives Binance regulated access to the Philippine market, without having to apply for a licence directly itself. Through the sandbox model, BlockShoals acts as an intermediary, while Binance provides the technical infrastructure and services. Whether and when this leads to full market authorisation depends on the outcomes of the 90-day testing period and further assessment by the SEC.
