Heath Tarbert, president of Circle Internet Group and former chairman of the CFTC, regularly sells shares in his own company. SEC Form 4 filings show that he has disposed of CRCL shares ten times since June 2025, totalling approximately $30.77 million. Despite those sales, he still holds around 503,000 shares and no open-market purchases have been recorded.

Ten sales transactions in just over a year

The transactions range from a sale of 1,300 shares in December 2025 for $117.130 to a much larger transaction in March 2026, when Tarbert offloaded 122,007 shares for $11.5 million. According to the SEC filings, most transactions involve a combination of share sales and option exercises.

Strikingly, the sale price fluctuates sharply over time. In June 2025, Tarbert sold 80,000 shares at an average of $29.30 each, while in March 2026 he sold shares at $117.80 each. The price then dropped again: in June 2026, he sold 39,240 shares at an average of $81.47 each, generating proceeds of $3.2 million.

Tarbert remains optimistic about long-term outlook

The sales coincide with a turbulent period for the stock. Circle currently trades significantly lower than earlier this year, when its price was around $260. Responding to questions from FOX Business about the drop to roughly $62, Tarbert said Circle is focused on the long term. His message: if the company succeeds in building financial infrastructure for the internet, the share price will take care of itself.

Whether that message carries weight while the president himself regularly sells shares is a question that preoccupies investors. Similar debates about insider behaviour have occurred elsewhere in the crypto sector, most recently at Robinhood, where the CEO had to defend his own trading activity. The fact remains that after all his sales, Tarbert still holds a substantial block of CRCL shares.
